Tamil Nadu Urban Employment Scheme (TNUES)

Overview

The Tamil Nadu Urban Employment Scheme (TNUES) was initiated as a pilot livelihood intervention to offer employment opportunities at basic minimum wages within specific Urban Local Bodies (ULBs). A recent rapid assessment conducted by the State Planning Commission in February 2023 focused on Greater Chennai Corporation (2 zones), Coimbatore (1 zone), Tirunelveli (1 zone), 4 Municipalities, and 11 Town Panchayats. The study’s objectives were to evaluate the scheme’s on-the-ground impact, identify implementation factors, and address design gaps, with the overarching goal of assessing the potential for scaling up the program.

Key Insights

The program has proven to be a significant driver of poverty reduction and social inclusion. The substantial demand observed suggests a compelling case for expanding the program’s scope to cover across Urban Local Bodies (ULBs). 

Notably, the majority of those employed under TNUES are women, underscoring the program’s positive impact on female employment.
