In the pursuit of creating a conducive environment for the holistic development of children, the Tamil Nadu State Policy for Children 2021 emerges as a testament to the collective commitment to ensuring every child’s right to a happy and dignified childhood. This policy is grounded in the belief that children deserve protection from violence, exploitation, abuse, neglect, deprivation, and discrimination, empowering them to embrace life’s opportunities. As the global landscape evolves at an unprecedented pace, the challenges faced by children are becoming increasingly complex and interconnected. In this dynamic context, Tamil Nadu stands out as a role model, having taken significant strides in adhering to the principles set forth by the Constitution of India. Recognised for its proactive implementation of child protection and welfare services, the state has served as a pioneer in addressing the diverse needs of its children. However, the emergence of the COVID-19 pandemic has magnified pre-existing challenges, intensifying issues such as educational inequity, the digital divide, a learning crisis, violence against children, and heightened poverty, thereby augmenting the vulnerability of children. Against this backdrop, the Tamil Nadu State Policy for Children 2021 endeavours to navigate the evolving landscape, addressing emerging issues and ensuring that the well-being and rights of children remain at the forefront of the state’s developmental agenda as enshrined in UN Convention on the Rights of the Child 1989 and Sustainable Development Goals 2030
